美國人依據常識判斷，自己做主，主張「自然權利」，宣佈「獨立」而成功建國

　　美洲移民不再是英國國王陛下的臣民(Subject)，而 是獨立的主權者 (Sovereign)。人權、自由及獨立的北美 聯邦，於焉誕生，而人類史上第一位基於主權在民的 〝君王〞，亦於一七八九年三月四日正式登基，即合眾 國憲法 (The Constitution of the United States) 公布生效。 美洲移民的獨立自主精神，可參見下列節錄的美國獨立 宣言 (The Declaration of Independence)註05：

　　We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.

（我們認為諸此真理不辯自明，即人生而平等，造物者 賦予所有人若干明確且不可剝奪的權利，諸如生命、自 由、和追求幸福的權利。）

　　That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed.

（為了保障此等權利，人民組成政府，而政府的正當權 力，是來自於人民的同意。）
