恢復人民的主權者權利與自治(26)
1945年9月2日，麥克阿瑟將軍以盟軍最高統帥名義( In the name of the Supreme Commander for the Allied Powers )，代表同盟國，在停泊於東京灣的密蘇里號艦上，接受日本獻上的降書( The Instrument of Surrender ) ， 即發給日本 General Order, No. 1( Approved by the President of the United States of America, Harry Truman, on August 17, 1945 )，要求日本帝國最高當局下令所屬軍隊，向令文 ( Enclosure )指定之人投降。例如 :
在中國(滿洲除外)、台灣及北緯16度以北法屬安南的日本高級指揮官和所有陸海空以及附屬部隊，應向蔣介石委員長投降。
{ The senior Japanese commanders and all ground, sea,air and auxiliary forces within China( excluding Manchuria ), Formosa and French Indo-China north of 16 north latitude shall surrender to Generalissimo Chiang Kai-shek. }
滿洲(Manchuria )係大清帝國的故土，在滿洲的日本軍隊則向蘇聯遠東司令投降。

可見，中華民國的八年對日抗戰，並非單打獨鬥。日本偷襲珍珠港( 1941.12.08 )，翌日，美國對日宣戰，隔天，中華民國亦正式對日本宣戰，並加入同盟國。中日戰爭遂演變成同盟國對抗軸心國的反侵略戰爭，稱之第二次世界大戰 ( The Second World War )。
戰後，世界秩序的恢復，以及新秩序的建立，不是戰勝國宰制戰敗國，而是準據大西洋憲章，這是1942年1月1日，26同盟國以「聯合國宣言」作出的共同誓言。
不妨回顧麥克阿瑟將軍，在軍事佔領日本本土期間，如何恢復所有日本人民的主權者權利與自治。
